1st Anniversary of the Building Decarbonisation Partnership!


November 2025 marks an important milestone for the Urban Agenda for the EU Building Decarbonisation Partnership  reaching its first year.


The Urban Agenda for the EU Building Decarbonisation Partnership addresses decarbonisation of buildings through a strategic integrated approach, going beyond individual buildings by encouraging the district/neighbourhood approach and making full use of the provisions in the revised directives.

The Partnership is composed of 26 partners representing national and regional authorities, urban authorities, European umbrella organisations, other stakeholders, and the European Commission.

UniverCities is an active partner in the EU Building Decarbonisation Partnership. We attended  online meetings, and  had the pleasure of meeting and working with the partners in a live meeting held in the city of Mechelen , Belgium.




During the meetings we helped shape the four thematic areas together with the partners: Strategic Planning at Municipal Level; Financing Building Decarbonisation; Collaboration for Local Ecosystems; Implementing Projects at the District/Neighbourhood Level.


UniverCities has been contributing in two of the four working groups:


  • Strategic Planning at Municipal Level – supporting municipalities by mapping existing legislation and planning requirements and providing recommendations.

  • Collaboration for Local Ecosystems – addressing possible solutions for cities leading building decarbonisation by working as a part of dynamic local ecosystem.

    In addition, UniverCities helped with the development of the Orientation Paper , which reflects the priorities for Building Decarbonisation shared by all Partnership member organisations (more info at this link).


As a next step the partners are working on the Building Decarbonisation Action Plan i.e. developing the actions within the identified thematic areas.

Accordingly, Universities is keeping up with its commitment and participation to the Partnership with active contribution to knowledge sharing, creation of content and support for new strategies.
