Building Decarbonisation Partnership Meets in Vaasa — UniverCities Active in Working Group 3



On 19–20 March 2026, the Urban Agenda for the EU Building Decarbonisation Partnership held its second in-person meeting in Vaasa, Finland, bringing together 15 participants from 15 organisations to advance actions aimed at decarbonising Europe's building stock. The event took place back-to-back with the Energy Week in Vaasa.


The two-day gathering combined plenary sessions with focused working group time, covering topics from data and indicators to EU policy advocacy. Members discussed progress on National Building Renovation Plans, submitted the Partnership's feedback on the EU Governance Regulation, and advanced work on a position paper for the next EU Multi-annual Financial Framework.




UniverCities participated in the Working Group 3 session, focused on governance models for local ecosystems implementing building decarbonisation approaches (Action 6). The group built on the results of a benchmarking exercise conducted earlier in the year mapping different governance models across Europe, and agreed to develop an EU-wide survey targeting local authorities to better understand their experiences with the challenges and barriers identified.





The Vaasa meeting marked an important step from strategy to implementation, as the Partnership moves forward with refining its actions and expanding its impact. The Consultation Process for external stakeholders is set to open on 16 April 2026.
